Tests NO_CLEAR option: matched flags are not consumed after a successful Wait().

Note
Task 1 waits with NO_CLEAR; the flags word must still be set afterwards. Task 2 waits on the same flags after task 1 returns and must succeed immediately on the fast path, proving the flags were not cleared.
